Isaiah 23:11
He stretched out his hand over the sea, he shook the kingdoms: the Lord hath given a commandment against the merchant city, to destroy the strong holds thereof. (Isaiah 23:11)
Merchant city.
Heb. kena‘an, Canaan, the name by which the Phoenicians referred to themselves.
He shook the kingdoms.
 The Lord’s hand was “stretched out” over many nations, and they were shaken to their very foundations. Figuratively, God was shaking the entire world in order to carry out His will (see Isa. 2:19; cf. Haggai 2:6, 7; Heb. 12:26, 27). In this process many nations would be removed and others set up in their places.
