Ye shall offer them beside the continual burnt offering, and his meat offering, (they shall be unto you without blemish) and their drink offerings. (Numbers 28:31)
The daily sacrifice was to be offered even though other sacrifices were enjoined (see vs. 10, 15, 23). The importance of the daily sacrifice was not to be held subordinate to the others.
