Rather, “to them,” in the sense of “before them.” Many “governors and kings,” as well as lesser officials, would have no opportunity to hear the truth except when forced by their official position to listen to, and to observe the effect of, the principles of truth upon the lives of those brought before them.

 The promise of v. 19 applies only when Christians are accused because of their faith and missionary activities, not when they have been engaged in improper activities (see 1 Peter 2:19, 20).

During the early years of Christianity such governors as Pilate, Felix, Festus, and Gallio examined Christian workers accused of being anarchists and troublemakers. Herod Antipas, Herod Agrippa I, Nero, and Domitian were some of the kings and emperors before whom Christians were compelled to appear.
