Isaiah 56:11
Yea, they are greedy dogs which can never have enough, and they are shepherds that cannot understand: they all look to their own way, every one for his gain, from his quarter. (Isaiah 56:11)
Greedy dogs.
 Instead of seeking the welfare of the flock entrusted to their care the leaders of Israel were like dogs that devoured the sheep they were supposed to protect (see Jer. 12:10, 11; Eze. 34:8). A fearful responsibility rested upon these shepherds, whose only interest was in themselves. God would hold them accountable for the loss of the flock (Jer. 13:20; Eze. 34:9, 10).
