That is, one of an alien race who wished to retain his status as a foreigner and to remain uncircumcised. Since the Passover was significant as the festival commemorating Israel’s birth as a nation, it would naturally be inappropriate for a foreigner to participate in it.

Certain additional regulations concerning the Passover were given at Succoth. These were rendered necessary because of the many non-Israelites who had joined the Hebrews, and deal mainly with these “strangers.” Provision was made whereby they might participate in the paschal feast and share its blessings.
