On this side Jordan, in the land of Moab, began Moses to declare this law, saying, (Deuteronomy 1:5)
The word here translated “law” is one that refers to instruction generally, and would apply to any and all instruction coming from God.
Literally, “Moses undertook,” or “Moses took upon himself.” The Hebrew verb form here used suggests inward resolution on the part of Moses.
