The princes digged the well, the nobles of the people digged it, by the direction of the lawgiver, with their staves. And from the wilderness they went to Mattanah: (Numbers 21:18)

The lawgiver.
From the same word translated “sceptre” in Gen. 49:10. This suggests a miracle on God’s part. The ground was soft sand. As the 70 elders and the heads of the tribes thrust their staves into the sand, God caused the water to flow abundantly, so as to form a well of living water.
