A graphic portrayal of the panic and terror experienced by the various nations as the Babylonian conqueror advances upon them. The wine of God’s wrath (see v. 15) will intoxicate them, as it were, with dread and despair (see Isa. 51:17, 22; Jer. 51:7; Hab. 2:16; cf. Rev. 14:10; 17:4; 18:3).
