Deuteronomy 17:15
Thou shalt in any wise set him king over thee, whom the Lord thy God shall choose: one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother. (Deuteronomy 17:15)
Among thy brethren.
The man to be chosen must be a Hebrew. The people might possibly wish a foreigner to rule over them.
God shall choose.
 The choice of a king over God’s people was not to be left to the pleasure of the people. See the words of the prophet Samuel to Saul (1 Sam. 10:1, 19, 22, 24). The mind of the Lord is seen in David’s words respecting his successor (1 Chron. 28:5; 29:1)
