God is happy to have His children consult His will. The more consistently they do this, the more confidence they will have in His way out of difficulty. God was strengthening Israel to put down the depredations of the Philistines. If David should take an active stand in this matter, he could win the favor of the people, who would know that his policies were to strengthen the kingdom and not to foment a revolution against it.
